A baseline property condition assessment of the former Manchester City Hall established the building’s current state ahead of decisions about repurposing or capital investment. The two-story, 4,918 SF commercial structure at 14317 Manchester Road needed a structured evaluation to inform the City’s planning.
G&W conducted the PCA in accordance with ASTM E 2018-15, with focused observations of structural elements, MEPFP, and life safety systems. The final report documented existing conditions, provided clear recommendations for improvements based on age and condition, and included cost opinions to support the City’s capital planning process.
